What do you do if the one who has shown so much love to you over 5 yrs still only wants to visit ?

We love each other, but it has hurt me deeply that for more than five years, he is satisfied with being apart from me that much. I've tried to be patient through the years, but I need a partner to share my life with. Not just anyone, but someone who doesn't agree with me always, but still loves me anyway, like he does. I know this would be hard for me to find. Even after I told him I was going my own way because of this, he has not changed his mind about taking it to another level with me. He is hurt, it hasn't caused him to think differently about this. He says he doesn't really know why he isn't ready or hasn't been in 5 yrs, but that he loves me like no other. I believe him because he shows it in other ways, but that just makes me not understand more. It also makes me see I will go through a lot more heartache, because of his unwillingness or desire to come stay with me more. I don't want to date or visit at this point. I need a partner. His lack of pion when it comes to doing this really confuses and hurts me.
