$$$ MILLION DOLLAR QUESTION $$$?

I have a 1993 honda prelude non vtech and i want to know if you can buy a chip or programer to increase horsepower performance miles per gallon I think you get the idea. I've heard it from both sides some say you can others say no its to old. If any of you truly know hondas please help me out and thank you.
