Does Obama's ultimatum to Gaddafi today remind anyone of Bush's ultimatum to Saddam?

Obama didn't do anything..cept be MIA on the whole deal...the UN is the one who gave the ultimatum and probably was backed by our congress...Obama is useless these days, too busy giving out basket ball interviews and going on vacations and golfing.
