What's the deal with the puppy?

Why is it that when a couple of idiots throw a puppy off a cliff the nation cries for blood. But when the videos of Saddam throwing men, women, and childern off the roofs of buildings were released not only is there no outcry, but the US government gets criticized by its own citizens for going in and putting an end to it?
